Pagekite.py 0.3.9 released

Pagekite.py 0.3.9 is out.

This is primarily a bug-fix release, if you were doing fine with 0.3.8, there is no need to upgrade.

Most importantly, this release fixes some tunnel instability issues on Windows, which were caused by changes made in version 0.3.8. This release should also recover better from hibernation on laptops and tries harder to find your configuration file if you haven't put it in the "expected" location.
